As I said before, I am not acting in any official capacity. I just happen to be the one (actually Barb's horse) who discovered the problem.
It was suggested I get more written bids. I don't feel comfortable asking someone to spend time and resources to prepare a bid for something I have no idea if it will ever get funded. I realize it is part of doing business but I just don't feel comfortable doing it. Besides with the internet today photos and Google Earth make virtual estimates possible and more companies are proceeding in that manner. Prior to starting a couple of projects we sent drawings, photos and did a virtual walk through to receive several estimates. Once we decided on a contractor we had them come over prior to providing a written contract. Worked great for us and them.
I spoke to three contractors about the culvert who gave me verbal estimates. I contacted others who said our job was too small for them. Only one had any experience with the slip-lining method. I did research and found this to be a satisfactory solution to our problem. I then arranged for him to do an in person examination and provide a written estimate.

He has stated that he will standby this bid unless the price of the pipe goes up.
