Thank you to everyone who has viewed this board and especially those who have joined. If you live on any of the five streets involved I hope you join and participate. If you do, it would be nice if your user name identified you. Including your house number on the end would be helpful. (Although playing guessing games for a couple of you has reminded me of elementary school.) Besides “Admin” I am also twl6321. I will try to remember to login with this name when not playing admin.
The purpose of the board is to share information and opinions with all owners at their convenience. It also allows someone an opportunity to give some thought to their response or discuss it with their spouse prior to responding; which is not always possible in a meeting situation. I have received a few emails, which is fine, but then I have to repost any pertinent information so others can read and comment.
Although this board has been set up because of a particular problem; we hope this board becomes popular enough among the neighbors to actually become a source to communicate with each other. Feel free to start threads about other things you feel you'd like to discuss with your neighbors.

Hi there, Lauren Aldrich & my husband Eric Eilebrecht here, at 20311 65th Ave SE. We moved into this neighborhood quite recently, in May 2022, and have been wondering if there is some sort of neighborhood association that considers the state of the roads etc. but no one has ever approached us, so seeing the notices at the bus stop and then this virtual board was the first we are hearing about any of this. Before we share our thoughts on the busted culvert beyond 65th on 196th or what to do about it, could you please clarify whether the plats on 65th Ave will be expected to pony up any cash for this expenditure, being that we do not utilize the portion of the road where the culvert is located to access our homes? I'm just a little confused. Thanks in advance for any explanation. As for a meeting, that may be a better way to go about coming to consensus, as this board could be daunting to some, and asynchronous communication is known to take a lot of time to resolve, and I myself wasn't sure which thread to leave this message. Anyhow, I have a Zoom account we can use for a virtual meeting that doesn't need to be held in someone's home, and I am happy to pay the $16 for one month of a paid account so we can have longer than a 40 minute meeting, but in my opinion, 40 minutes should be more than adequate (longer, and many may drop off to cook dinner, parent, etc). At any rate, I am happy to set up the meeting and host it, being that I am a pretty tech-savvy person We are free most evenings and weekend daytimes. Hope this helps.

Hi Lauren,
This is Steve Zimmerman, at 20014 59th Ave SE. With regard to financial participation, probably the best place to look is in the "Title Insurance" documents which you likely received when you purchased your property. In that document it would list what "ingress/egress" easement agreements your property is subject to. For my property there were 3 separate easements established back in the late 1970's by the individuals that owned the large tracts of land that our homes were built on. These agreements formally established easements for the private streets we have today. They are recorded and filed as official documents with Snohomish County. These easements typically require the homeowners whose land the roads cross to allow their neighbors to cross their property.....and they also define who is responsible for road upkeep/maintenance.
In my case the title to my property includes 3 easement agreements. The documents state I can use the roads across these properties with the understanding that I also must participate in the maintenance of the road. I still need to determine specifically what roads are covered by these easement agreements (which takes some work because the agreements use surveying land identification language, not street names). Since 20311 65th AVE SE (your home) and 20014 59th Ave SE (my home) are at opposite ends of the development, it would be interesting to compare the easement documents for both of our properties. The easement record numbers for my property is included in a separate thread on this forum. Anyway, hope this helps.
I was also thinking that it might be helpful for us to create a letter describing the road situation, and the fact that this forum exists, and putting a hard copy letter in everyone's mailbox. What do you think?

Hi Tom and other members of this forum- We are Gary Holland and Jackie McGourty; we live near the end of the dead-end, at 20118 59th Ave SE. We've been here for over 30y.
We've seen the state of 196th degrade over recent years. Thank you, Tom and others, who have contributed time, effort and $$ over the years to band-aid our common access road.
Tom, I gotta admit that I was puzzled at your summer Kubota activities and then their sudden halt. I had not realized what you were tackling - nor the extent of the (culvert) damage you had discovered. We thank you for raising a flag, and apologize for not inquiring directly with you about the damage, and putting you in the position of resorting to this community engagement forum. But we're glad you got this started.
We are happy to do our share in maintaining the road, as Steve's Title and Easements research shows is incumbent of us all. I was part of a few of those long-ago meetings re: neighborhood road maintenance, and like you, recall that, despite a lot of talk, we had trouble getting things done. Nevertheless, some sort of community meeting seems appropriate, be it an evening at one of our homes or thru the wonders of Zoom. I think you properly point out that time is of the essence - with Fall rains and The Great Dark just around the corner.
I think Steve's suggestion of a letter is the most efficient way to brief the neighborhood on the nature of the hazard as well as the expectations of us easement-holders. If we can do that within the next week or so - do Forum members feel that we can hold a community meeting before mid-Oct? I'm happy to help with both.

I hope this board will be helpful to all. Snohomish County is great at providing information; both on the phone and online. I have posted links on other posts and plan to do more soon. Feel free to set up a meeting if you feel like it. Discussing the issues may help give everyone a better understanding of the facts of this situation. 196th has never set up an official Road Maintenance Association, RMA. 61st has one for 61st, 202 & 59th. I think 65th has one but I don’t know for sure. They did repave a few years back so they had something then. Maybe someone from 65th will post something about it. The information SteveZ posted covers 61st and beyond including their RMA. Too bad the earlier easements didn’t set up a RMA. I will be posting more about easements soon; hopefully later today. Tom

Rod and Andra support the efforts of all those involved. We will help with maintaining the road as the easement states. We are at 20119 61st. We look forward to hearing the take-away from the meeting today.
