Something needs to be done immediately while we still have the weather. I need to return my yard to a safe condition and protect the road from erosion. If I do this it will increase the cost of the project as the contractor will have to re-expose the end of the galvanized pipe.
I received three verbal estimates to replace the pipe. They ranged from $50,000 to $60,000 and did not include repairing the asphalt when they were done.
One contractor suggested slip-lining the existing pipe (24”) with a smaller pipe (18”). This would alleviate any possible road closures or repairs to the asphalt above the culvert and reduce the price to $12,809.89.

By my count there are over 40 plats that are owners of the easement. If this is correct then each parcel would be assessed from around $300 for the slip-lining option up to about $1500 to replace the pipe; with an additional assessment to replace the asphalt over the pipe.
Based on this I will proceed assuming that slip-lining is the right choice.
The contractor wants 50% up front and the balance on completion. In order to proceed the funds need to be collected.
At this time I need a commitment as to how soon you will pay your assessment. Once I have received enough in commitments I will notify everyone so the payments can be made. After the money is in I will commit to the contractor and get a start date.

Hi Tom, before we do anything, I would like to contact Carl Jorgensen from Snohomish Co. Property management to get the County involved in engineering a replacement culvert that is the appropriate size for seasonal drainage from your property. The county owns one of the 20 parcels in our part of the neighborhood and have expressed an interest in participating in our road maintenance responsibilities. If anyone would like to ask Snohomish County questions his contact information is Carl Jorgensen (425)388-3400, or carl.jorgensen@co.snohomish.wa.us. If memory serves, we had the County look at this culvert 30 plus years ago and they felt it was undersized at 24", so downsizing it to 18" could be a costly mistake considering the county is currently finalizing the 2024 Comprehensive Plan and rezoning much of the Clearview/Maltby area. We have held meetings for our road association over the years and have not always had much cooperation from the other 20 landowners on fixing 196th street from 65th to 61st avenues or maintaining 196th street from the bus stop going west. The last section of 196th street repaired 5 or 6 years ago were paid for through our RMA and did not burden anyone else financially, but this repair, and repairing the allegatoring asphalt will take everyone this time. This section of road has always had its' share of problems, and they should all be addressed as part of the solution to the culvert situation. Thank you to Barbara Norwood and you for fixing the potholes that have continued to develop over the years, and for all those who have worked hard over the last 45 years to maintain our gravel roads, upgrade to paved roads, and will deal with future road improvements and challenges.

Thank you for the historical information. You are so right about making sure this is ok with the county. I have been in contact with the storm water people. Should hear back soon. Based on my 30+ years living on this lot I can say it has never come close to not handling the run off even since people behind me have added French drains and hastened the flow from the other side of 192nd,. The main back up is getting through the Holland's back yard and my tree stand. We get a lot of standing water back there.
I have been in touch with Carl Jorgensen. He has tried to cop out. Do you know how 61st and 59th came into being and are allowed to use 196th in the first place? I have asked Carl to contact engineering regarding how the easements were granted but haven't heard back. Is there an actual Little Bear Creek RMA. If so, are there official documents?

This evening I just noticed that the signs posted near the culvert and school bus stop included a web address - sorry for not noticing it sooner. I live in LOT 1 of the “Bear Creek 5 Acre Tracts” which basically include the 20 parcels located on 59th Ave SE and 61st Ave SE. I believe the ingress/egress easements for these parcels were created and recorded in 1978 (3 separate property easements were created at that time). It is my understanding that these easements were across properties located on (1) 59th Ave SE, (2) 61st Ave SE, and (3) 196th St. SE. (Note that there is likely additional easements created for the properties on located on both 196th St SE as well as 65th Ave SE…….but I am not familiar with these).
Does anyone have a list of all of the individual property owners on (1) 59th Ave SE, (2) 61st Ave SE, (3) 196th St. SE, and (4) 65th Ave SE ? I recognize that the homes on 65th Ave SE don’t use the portion of the road where the Culvert is……but they should participate in any future road maintenance of 196th St. SE east of the culvert.
At any rate, it seems clear that all of the 20 lots of the “Bear Creek 5 Acre Tracts” should financially participate in the road maintenance of 196th St SE…………….as well as the property owners on 196th. Also - I agree with the comments related to getting input from the County on the Culvert size. It would be unfortunate to make the repair with a smaller pipe……only to be told by the county that we would need to dig it up and do it again.

If “Green” on the map means committed to pay their assessment, then you can color “Zimmerman Family Trust” parcel (20014 59th Ave SE) Green.
